The challenge

Facility-level health and education services depend on budgeting, payments and asset information moving across several institutions. Digitisation needs a validated account of those processes and the responsibilities behind them.

The assignment reviewed existing process maps, identified gaps and developed target processes for public-finance operations. Budgeting and asset management were considered alongside invoice, bill-submission and payment workflows. Functional and system requirements translated the redesigned operation into a basis for subsequent implementation and integration.
