The challenge
Property information collected through separate systems can be difficult to reconcile. Tax teams need to connect changes visible in spatial data with the administrative record and the cases requiring follow-up.
The approach began with change analysis using satellite imagery, then brought public GIS information together with government MIS data. Plot-level discrepancies informed a custom taxation case-tracking system. Web interfaces supported spatial and temporal comparisons across administrative units, connecting analysis with the work of reviewing individual cases.

Contribution and outputs
In a subnational government context, Primea’s work integrated GIS and administrative data for plot-level analysis and developed software for tracking property-tax cases.
