The challenge

Adaptive social protection connects social assistance, disaster risk, climate adaptation and public finance. Officials in different functions and levels need a shared understanding that also reflects their own responsibilities.

The work connects institutional learning needs with modular curricula and cohort planning. Coordination spans federal and provincial counterparts, training design, learning assessments and a digital repository. The emphasis is on making the material useful to the roles responsible for planning, financing and operating social-protection systems.

Explanatory adaptive-social-protection learning design: policy domains inform learning needs and role-based learning, federal and provincial coordination support cohort and assessment planning, and a digital repository relates to continued access.

Contribution and outputs

As project manager through TPI–LUMS, Mahdi Khan coordinates the capacity-building assignment with GIZ and federal and provincial institutions.
