The challenge
A performance-management system must connect planning documents, needs, decisions and evidence across institutions. Its requirements need to follow the actual planning process and the questions each stakeholder must answer.
Stakeholder engagement with planning, statistics, monitoring and selected line departments informed the proposed system. Design work considered document routing through the project cycle, planning and needs assessment, investment analysis and development-programme tracking.

Contribution and outputs
As a functional expert for UNIDO, Mahdi Khan worked with Sindh institutions to map processes and develop the design of a performance-management system for PAIDAR.
